Licensing Requirements for Foster or Adoption

If you are a military family living overseas it is possible for you to adopt a U.S. child. There are two agencies that can assist you with the adoption process. These agencies are Adopt Abroad and VIDA (Voice for International Development and Adoption). Please contact each agency to learn about their individual programs, requirements and costs. Their contact information is listed below.


If you are a military family stationed in the U.S., whether you live on or off the base, you can adopt and/or foster according to the rules of your state. Please choose your state to learn more.


Does it Cost to Foster or Adopt?

Private Child Placement Agencies provide adoption licensing services for a fee. Please contact the individual agency (contact information is located in the Agency Contact Section) for their costs.


The Department of Defense adoption reimbursement program provides qualified families with up to $2,000 per child for a total of no more than $5,000 in one year’s time for multiple children. Families may be reimbursed for qualifying expenses, e.g., adoption agency fees, legal fees, some medical expenses. This does not include travel. Contact your Personnel Support Unit for more information or read a fact sheet on the National Military Family Association website.


Military parents may be eligible to receive up to $1,000 per month for an adopted child who is disabled or has special needs. The Exceptional Family Member Program ensures that the adoptive parents of special needs children are assigned to bases or duty stations that can meet the needs of the child.
